Claude's 40% Government Discount Is Now Buyable Through Carahsoft, State and Local Agencies Included

Oct 30, 2026: On Tuesday, Oct 27, GSA and Anthropic announced a new OneGov deal: a 40% discount on Claude for government buyers. On Friday it became something agencies can actually buy. In an Oct 30 release, Anthropic and Carahsoft said the OneGov agreement "is now transactable through Carahsoft's GSA Schedule." They also said state, local, tribal and territorial (SLTT) governments can now buy Claude for Government, Claude Enterprise and the Claude API through GSA's Multiple Award Schedule (MAS).
What's new on Oct 30
Carahsoft, a government IT reseller, filled in the procurement details:
- 40% off list price on Claude "through January 31, 2029, with no minimum spend commitment."
- Pay for what you use. Agencies "pay for actual usage, billed monthly in arrears, up to an amount the agency sets."
- Spending caps per product. "Each product and billing organization has its own not-to-exceed amount."
- Mix and match. Eligible organizations can pick Claude for Government, Claude Enterprise, the Claude API "or a combination of products."
- SLTT access via GSA MAS. State, local, tribal and territorial governments can now buy all three products through the GSA schedule.
- Where the price applies: "OneGov pricing applies only to purchases through GSA MAS and the California Multiple Award Schedules (CMAS)."
What both sides said
Teresa Carlson, Anthropic's Global Head of Public Sector, said in the release: "With the GSA OneGov agreement, agencies can start exploring Claude and scale it at their own pace, with no minimum commitment."
Carahsoft President Craig P. Abod said the company and its resellers are helping agencies "access Claude through a familiar procurement channel."
The backstory (Oct 27)
The deal itself came on Oct 27. Anthropic's post says the 40% discount covers Claude Enterprise, Claude for Government and the Claude API. It adds: "For the first time, the discount applies across every product surface," including direct purchases now and purchases "through cloud providers in the coming months."
GSA's release calls it "consumption-based pricing" and lists "No minimum orders" and broad eligibility, from federal executive, legislative and judicial branches to state, local and tribal governments.
Anthropic's own numbers (company-reported)
These figures come from Anthropic's Oct 27 post. They are the company's claims, not independent data:
- "Approximately 500 US federal, state, and local government organizations now use Claude."
- Weekly Claude for Government active users are "up about eightfold since February."
- The discounts are "estimated to save the government $1 billion."
Security status
Per the Carahsoft release, Claude for Government operates at a FedRAMP High authorization level, and Claude Enterprise is "In-Process for FedRAMP Moderate through FedRAMP 20x." Anthropic adds that Claude on Amazon Bedrock and Google Cloud's Vertex AI is authorized for FedRAMP High.
Why it matters
Government AI deals usually stall on contracts, not models. Usage-based billing with an agency-set cap and no minimum lets a small county IT shop test Claude without a big upfront contract. Now that the deal is on a GSA schedule that a major reseller can sell through, the main paperwork barrier is gone. GSA itself frames the deal as part of "OneGov's move toward consumption-based pricing that scales with actual use," so pay-per-use looks like the direction for federal AI buying in general.
